[time-admin] Custom NTP servers are not saved when unchecked

Bug Description

1.Open"control panel/time and date";
2.Choose periodically synchronize clock with Internet servers;
3.Click on select servers button,display time servers dialog box;
4.Type a time server,click on add button,click on close button, click on OK;
5.Reopen time and date,click on select servers button,the added time server doesn't exist.

Confirming.

Note that if you select the checkbox of the added server the entry stays.

Same behaviour here.

It worked well under dapper and only became broken after an upgrade to edgy.

Under dapper i was still required to enter the admin password whenever i wanted to change time-settings using the [Time-admin], in edgy however this is no longer required.

Therefore i suspect it has something to do with writing permissions on the "/etc/ntp.conf" file.
(note that a manual "sudo vi /etc/ntp.conf" to add the servers does indeed work)

With my Ubuntu (german Edgy) it's slightly diffrent:

- New entries vanish as described above, with the small diffrence that the corresponding checkbox is selected by default. So this behavior varies from what Dean Sas reported.

- If I try to unselect the checkbox, "time-admin" crashes.

- Same thing whether I start from menu or from comand-line with "sudo time-admin"

- Starting with "sudo time-admin" is much faster than chosing the tool from menu. So maybe it has indeed something to do with privileges?

With the latest time-admin, the behavior I can get is:
- newly added servers are checked by default
- any custom server that is unchecked is removed from the list

This is because then backends only save a list of active servers. We need a way to comment out servers we want to keep around without them being active. That's not absolutely trivial to do, though.

Still the same with Lucid:

- newly added time server are only saved when checked
- unchecked server not originally in the list are deleted the next time time-admin is started

But I don't experience crashes any more!
