[network-admin] Network Settings sets wireless as "active" but it isn't

Bug Description
To replicate:
1. Open System > Administration > Network Settings
2. Choose an unencrypted wireless around hoping dhclient will fail to get an ip
3. Hit "Activate"
4. When getting an ip fails / times out, the "activating interface" popup dissapears and in the appropriate "network settings" info box shows it as if wireless is connected.
What should happen:
1. same

4. popup should dissapear, tell the user that the interface could not be activated, and "network settings" part for wlan0 / eth1 should read "interface not active"
Why a bug:
User will not understand why s/he cannot access internet unless s/he checks manually with ifconfig / iwconfig.

Thanks for your bug report. Which version of gnome-sytem-tools do you use? Do you have the same problem in Edgy?
