Update to 2.27.3

Requires system-tools-backends 2.8 to work (bug #416321).
Requires libpolkit-gtk-1 which is not currently packaged

libpolkit-gtk-1-0 is now provided by policykit-gnome-1 (bug #417985)

This bug was fixed in the package gnome-system-tools - 2.27.3-0ubuntu1
