Gnome-software displays notification about OS upgrade on each boot

Bug Description
This might be a duplicate or similar to bug 2020274. Anyways...
For a while, when I turn on the computer and log in, I get a notification in the top of the screen saying "Important OS updates have been installed". (Apologies for Norwegian screenshots, should be easy to follow.)
If I click on this, I open the updates tab in gnome-software. It has a dialog to review the changes.
However, the changes listed are downgrades (??). It also doesn't seem like this is registered so the next time I log in, the notification pops up again.
I am not sure how it evaluates the changes, but it is not affected by installing other upgrades. I haven't found any buttons or anything, but it seems to be a log or list of things which have already happened.
