'Restart & Update' in 'Software' application does nothing in Xubuntu

FYI - works as expected under UB

ok - under UB - I saw the restart button after installing. Clicking on it restarted UB - then I saw updates installing via plymouth on a reboot ... it rebooted again and there are no more updates.

Note - for UB our default is not to have updates via gnome-software (we hide by overriding the org.gnome.software updates key - we use Ubuntu's software updater

Same issue on Ubuntu MATE as well (as tested on hirsute daily build). On Xubuntu, when I ran `gnome-software` from terminal, I see following error (last line is when I clicked on 'Restart & Update' button).
