After install/cancel/install a snap package is not considered as installed

Bug Description
With gnome-software 3.26.1-
This is a consequence of bug 1721762
Test Case
1. Install a snap package
2. While it is downloading cancel the installation (it is still running due to bug 1721762)
3. Click on 'Install' again and verify that there is a message saying there is an ongoing installation
4. Wait until installation of the snap package is done (snap changes)
Expected result
When the installation finishes the status of the snap package should be 'installed' and the actions 'Launch' and 'Remove'
Actual result
When the installation is finished, the status of the package is uninstalled, the action is 'Install' and pressing 'Install' fails with a message telling the package is already installed.
