"Utilities" folder in Shell Overview is not created until Ubuntu Software is opened for a first time

Bug Description
This happens on the latest Ubuntu Focal clean installation. When opening the list of installed apps in Shell Overview, the "Utilities" folder in Shell Overview is missing (and all apps that should be in the folder are displayed in the main list) until Ubuntu Software is opened for a first time.
