First button looks « off » all extensions seem « on » but some are actually disabled

Hi,
at start of session I can see [ picture attached ]
⋅ first button looks « off »
⋅ all other buttons look « on »
Actually transparent-top-bar looks not enabled on my session.
If I turn off-on again first button
it turns off all extensions as expected
and then turn them all on after as expected too,
transparent-top-bar included.
I should not need to do that turn-off/turn-on at each session start to have all extensions enabled.
I can see that behavior since day one of 23.04 installation.
