"Position of new icons" can't work

Bug Description

Our OEM vendor reported this issue.

[Steps to reproduce]
1.Install Ubuntu 22.04
2.Enter OS
3.Click Settings->Appearance->Position of new icons

[Expected result]
Choose different position,folder will follow the command

[Actual result]
Choose different position,it is unchanged.

[Failure rate]
100%

From popup menu of desktop, select 'Arrange By...', then click 'Keep Arranged..' and 'Sort Home/Drives/Trash..', then it will work.

For general users, they don't know to set them from popup menu, and the 'Position of new icons' will confuse the end users. Should we set these two options as 'true' by default? Thanks!

$ gsettings get org.gnome.shel.extensions.ding keep-arranged
true
$ gsettings get org.gnome.shel.extensions.ding sort-special-folders
true
