Steps to reproduce:
1. Open display settings
2. Sets the external display as primary
3. Pres apply
Expected result:
The external display should show the application bar and the launcher
What happened instead:
The above are still in the internal display

The problem appears to be in the dash/dock extension you are using which doesn't seem to be the regular Ubuntu one. So this bug is invalid for mutter.
