Keyboard layout keeps changing to USA Alternative international

Bug Description
Binary package hint: gnome-panel
I don't think I got the correct pid because I couldn't find any process named *keyboard-applet or *layout etc
so i chose the notification area.
"USA Alternative international (former us_intl)" keeps appearing as the default keyboard layout
If I remove it from my layout list then it messes up my Desktop Theme and reappears after the first a relogin

!!! MY BAD, I don't remember it happening, but my login screen had that USA alternative international selected !!!
This may not be a bug, but I don't consider it a cool feature either as other has this problem
( see bug 488048 or others)
I understand the need to select a keyboard layout and (because it was just selected) being in use after login,
but i think an enhanced strategy would be:
- unknown user selects an account and logs in with the keyboard layout shown below
- after login if the authenticated user has some layouts defined then change to default one
else (if layout list is empty s.t. no keyboard applet is shown in the upper right corned)
use the layout selected at login
