Password can be entered in any layout when unlocking the screen

Bug Description
After screen lock (Ctrl+Alt+L) when trying to unlock the screen I see the 'password' field and layout name to the right of it (in my case it is ru or en). I can switch between layouts but it doesn't matter which layout I use for password as the system accepts it anyway.
For example, I can type my password without switching layout and it will be accepted in any case not depending on current layout. But if I type the part of my password and then switch layout the system discards it.
1. Why there's layout indicator if it doesn't matter which type of layout I use?
2. How can I set the password in different layout?
I think there should be clear influence of the current layout because a user can set the password using different layout. Another solution is to remove layout indicator and not to allow switching of keyboard layout.
