Open menus block the screensaver, and then the screensaver kicks in when the menu is dismissed

Bug Description
When I click to open a panel menu, the screensaver is blocked. This is not really sensible.
The real madness, though, is that when I come back to my computer and press a key or move the mouse, it THEN goes into screensaver, instead of making the logical deduction that the fact I am interacting with my machine means I am HERE!

I can confirm this bug.
Oddly the screensaver does not turn on , but the screen is put to sleep at the set time in gpm preferences.
