Gnome-power-manager throttles apps when the battery hits 50%, and sends a low power notification at 50%, instead of at 10% or lower.

Bug Description

Simply, whenever the battery goes less than 50%, the apps start throttling, taking longer to respond, etc. This is likely the work of gnome-power-manager giving low battery notifications at 50% when it should be 10% or below.
