Difficult to restore deleted panels back to default arrangement and with default applets

Bug Description
If there is a panel without the notification bar that a right click option would be available on the desktop to restore panels.
Or
Change the "Change desktop background" to be properties and take that to an app to change background and restore desktop to default settings or something (MAKE SURE TO REQUIRE PASSWORD as this would be quite annoying if someone did this as a prank)
