Bottom task bar moves up an inch when I connect to external video/projector

Bug Description
I have a Dell Latitude D630 and at the moment whenever I connect to a projector in a meeting room the bottom task bar moves up by about an inch on my laptop's screen, but not on the projection and remains there even after I have detached my laptop from the projector. If I re-boot the problem is fixed, but it is quite annoying when I have to do this after every time I connect my machine to a projector.
