Bug Description
* The Voice Type Settings in Orca Screen Reader preferences does not take effect when applied.
* In Orca Preferences -> Voice -> Voice Type Settings: Voice Type -> select Uppercase, Hyperlink or System, then click Applied -> The Voice type would always go back to Default value.
