Bug Description
The "Welcome to Ubuntu" application uses the circle of friends Ubuntu logo, while it is expected to use a Suru icon from Yaru theme.

Steps to Reproduce the Problem
1. Install Ubuntu
2. Reboot
3. Check the icon used in the dock

There are 4 gnome-initial- setup.desktop files in my system
/usr/share/ applications/ gnome-initial- setup.desktop gdm/greeter/ applications/ gnome-initial- setup.desktop ubuntu/ applications/ gnome-initial- setup.desktop ubuntu- wayland/ applications/ gnome-initial- setup.desktop

the first two, defines
Icon: preferences- system
while the others
Icon: ubuntu- logo-icon
I believe this is the problem, but is it expected that not all .desktop files are the same?
