Can't exit via global menu "Quit" option

Bug Description
I used to be able to go up to the global menu in GNOME Shell, drop down and select quit.
Suddenly the Quit option doesn't work any more.
Steps to reproduce:
1. From a new install log in. From an existing install delete ~/.config/
2. Note that g-i-s loads
3. Navigate to the menu at the top left of the screen and drop it down
4. Click on "Quit"
5. Notice that is does not quit
What I would expect to happen:
g-i-s quits, and the user is _not_ prompted to perform g-i-s again next log in.
