system do not recognize if additional monitor is switched off

Bug Description
The system do not recognized as far as the mouse pointer is affected that an external monitor(VGA port) is not longer available, because it is switched off/pluged off.
The mouse pointer is still leaving the main monitor if the border is reached.
Only a additional start of system center -> monitors makes the system recognize that there is no longer an additional monitor is available.

An automatically recognizing of no longer availble monitors with adaption of the mouse area.
Steps to reproduce:

1.Start a Ubuntu system
2.Plug in a additional monitor on VGA port.
3.Use it.
4.Switch off the additional monitor and plug it off.
5.See that the mouse is still able to leave the area of the main monitor
6.Start system settings -> monitors
7.See that the system now resize on program call the mouse area in the limits of the main monitor
