Releasing the mouse opens the settings clicked even if the mouse is no longer on the icon

Bug Description
If you click an icon in system settings and try to "undo" the selection before releasing the mouse by moving it outside the window, the sub section still opens when you release the mouse.
This behavior is inconsistent with other places where you single-click to select something, like menu entries, www links or even launcher or dash icons.
