Can't tell when list of account types is focused

Bug Description
gnome-control-
1. Open System Settings > Online Accounts.
2. Tab to the list of account types.
What happens: There's no visual distinction between the focused and unfocused state.
What should happen: The list has a focus ring around it.

I looked in other panels in System Settings and I could not find any which showed a visual distinction between focused and unfocused states in tree views (or scrolled windows). I found that empty tree views (ones that display no data) show a whole-view selection when focused, but I could not reproduce this with non-empty tree views. As far as I am aware, the UOA control center panel does not override any theme settings relating to focus borders.
Matthew, do you have any examples of the focus ring that you want to achieve?
