gnome-clocks reopens displaying local time for every zone

Bug Description
0) local timezone is "Prague, Czech Republic"
1) sudo apt install gnome-clocks , logout+login back
2) click to clocks in top panel and click on "Add world clocks..."
3) add new clock for "San Mateo, USA"
4) the window currently display correct time for given zones - different from local time
5) close the Clocks window
6) click to clocks in top panel again
7) on place of "Add world clocks..." there is EMPTY BUTTON - first part issue
8) when clicked on it, clocks preceding the local time DISPLAYS LOCAL TIME instead of given zone time
Note: it seems clocks for zones following after local time are correct, only clocks preceding the local time are wrong after reopening the window - when testing with "Taiyuan, Shanxi, China" which follows AFTER Prague, the problem does not occur.
