On/Off slider at 'All Settings -> Bluetooth' can be clicked and turns bluetooth on/off but doesn't reflect true status

Bug Description

When you not slide but just click on bluetooth slider at All Settings -> Bluetooth, The slider is ON but bluetooth-applet is OFF
