palette window flickers and sometimes garbled

this happens when the palette windows width is narrow and therefore requires a vertical scroll bar.

the problem is that the window flickers and the graphics in the palette area become corrupt, making it difficult to select some widgets or impossible to select others. the scrolling also stops working correctly and stutters.

if I widen the palette window to the point the scrollbar disappears the problem seems to go away.
