Upgrade to Hardy hangs on Generating locales

Bug Description

GUI x64 update from Feisty to Hardy (I thought it was Gutsy) hung for hours after:

Setting up locales (2.7.9-4)
Generating locals ...
   en_AU.UTF-8 ...

Rebooted and tried to repair packages - same hang.

Any ideas how to get my system back?

I have heard nothing on the bug. Other related issues were resolved by taking steps to kill the hung process. I am waiting for instructions in hopes of resolving/fixing the bug. I hope we hear something soon. If I do not get a response by Monday the 21st I will try to fix it on my own.

Oh yeah, I'm updating from 7.10 to 8.04. Everything else seems to be exactly the same as Ron's case. Thanks guys, I hope we can figure this out!

Exactly the same behavior, update hangs in
Generating locals ...
   en_AU.UTF-8 ...

During this time, localedef take 100% of CPU and can't be killed.

After reboot, adept-manager fails.
apt-get update throw the following advice :
dpkg was interrupt. To fix that : dpkg --configure -a.

The result of dpkg --configure -a is the same : hangs in localedef...

I got this from the Ubuntu forums and it worked for me.

1 start PC and let it load to X login screen (after getting X setup popup and choosing continue)
2 do a ctrl+alt+F1 and get to terminal and login.
3 sudo rm /usr/bin/localedef
4 sudo dpkg --configure -a
5 let upgrade finish and when back to the prompt "reboot"
