Main menu still advertises F-keys when Help claims the same keys

Bug Description
At the boot screen one sees a row of function keys across the bottom, labeled like F1 Help ... F4 VGA ... F5 Accessibility.
When one clicks F1 a help screen pops up and in this help screen is a list of function key assignments which differ from the list visible at the bottom of the screen, which is confusing.
