It passes often on s390x, but it is still unreliable:

This is only a test issue caused by debootstrap not using -updates. Diff should be called with --no-dereference to ignore files missing from the host filesystem.

Not landing it in Ubuntu because it fails for other reasons anyway in Hirsute.
