Bug Description
Upstream have released v3.36.3.1 which includes a CVE security fix together with bug-fixes for this v3.36 series
Proposed changelog
- Fixed handling of pinned, invalid TLS certificates: CVE-2020-24661
- Build bug fixes
- Client library now installed to private lib sub-directory
- Allow downstream packagers set their package's version number
- Numerous bug fixes and user interface improvements

which has been refreshed to remove fuzz.

* d/control.in - update maintainer to Ubuntu Developers
* d/control.in - remove Debian specific build dependency firmware-linux-free
* Update build rules based on v3.38 bullseye package
- d/rules drop --as-needed from linker flags (no longer needed in bullseye)
- d/rules strip Ubuntu -Bsymbolic-
* d/rules add CHECK_HOME statements for test build to resolve test failures
due to dconf permission denied noise
