I contacted a developer and he said:
"Ubuntu do I don't know what to show menu on top of screen instead of in the app itself. That's because of that. So report the bug in ubuntu, instead."

UPDATE:
I'm able to use the shortcut CTRL + J to Join a conference.

But when I'm closing the dialog and open it another time the window is compressed to a little square.
When I'm uncompress the window it's blank. Only the caption on the window is still there.

Still seems to be an issue in Ubuntu 16.04 with Gajim version 0.16.5

Isn't it a problem with the "global menu"? – I changed "/usr/share/applications/gajim.desktop" (like described in http://askubuntu.com/a/411465) = disabled the "global menu" for gajim and can access all menu entries …

There is an older gajim-Trac entry for this: https://trac.gajim.org/ticket/7784

Thanks for fixing in advance!

I still have this problem in Ubuntu 16.04 / Unity desktop with Gajim 0.16.5, too. I tried to disable the global menu (altogether or for Gajim only) but it does not bring the submenus back.

The problem does not occur in XFCE or other desktop environments.

The missing parts are somewhat important for Gajim so I'd be really happy to see it fixed. (I consider Gajim the best desktop XMPP client, it supports so many features the other clients do not.)

This very much needs to be fixed and has not been. It's impossible to enable OMEMO or other plugins, making Gajim pretty much useless. Screenshots attached; there needs to be a "Plugins" menu _somewhere_ and there is not. I got bounced from the Gajim repo when I tried to report this, Ubuntu needs to fix it.

This is a workaround, *not* a solution, for Ubuntu. Goto source code gajim/data/gui/application_menu.ui, add the keyboard shortcut (control-u) to the Plugins menu action "app.plugins" (search for "app.plugins"):
<attribute name="accel"><Primary>U</attribute>
then You can open the plugins menu with ctrl-u.
Other interesting shortcuts in the appmenu are: accounts (shift-ctrl-a), new chat (ctrl-n), group chats (ctrl-b), settings (ctrl-p), quite (ctrl-q)
