'netroot' with encrypted wifi doesn't work

Bug Description
Binary package hint: sysvinit
Given that on a stock ubuntu system, network is managed using NetworkManager and nm-applet and given that it doesn't kick in up to when a user logs in a graphic environment, going single-user (for recovery at grub's prompt during system startup OR for maintenance at any moment) offers the sysadmin with a 'netroot' menu choice that is useless should the system connect to the net through a wireless access point that is encrypted (dhcp is not enough).

Also, shouldn't Xorg start for any reason, a user will be prevented from browsing the net seeking for fixes/advices.
Also, should the system run any kind of client OR server networked service, this will be unaivailable up to when someone would not log in (in a way, similarly to this bug https:/ /bugs.launchpad .net/ubuntu/ +bug/1)
