Bug Description
I started recovery menu entry in hirsute, but it seems to race with the classic root shell Ctrl+D prompt or something, and pressing up down arrows some times like moves one line but then the menu restarts, so it's not usable at all. Had a hard time getting to a root shell.
It's possible I had a failing mount point in /etc/fstab and systemd was hence falling back to that single user target and bouncing back and forth, need to check again now that fstab is fixed.

Also, is it intentional that systemd directly falls back to root shell on a broken fstab entry (missing underlying LV); shouldn't it fall back to friendly-recovery too, maybe with a dialogue printed first.
