No keyboard at root menu

Bug Description

Friendly-recovery boots fine, displays menu as expected.

Once at the menu was unable to move in menu with arrow keys.

(In fact it appeared that the keyboard was in fact not working at all there, reisub failed - resorted to hard reset of the machine.)

Checked back a few releases, working ok in xenial, zesty and artful

Bug 203385 has some comments on it also regarding Ubuntu 18.04.

I was unable to recreate this with a kvm virtual machine on 18.04 or 20.04.
