Bug Description
In raring environemnt, fonts-ipaexfont
$ dpkg -l |grep ipaex

Some GUI partss's Japanese fonts are rendered with monospace(

Japanese fonts rendering with propotional fonts at all.
[how to reproduce]
1) install or upgrade raring.
2) set your prefferd language as Japanese
3) re-login.
Root cause:
- This fonts are not suitable for GUI environments.
- IPAex has many Kanji glyphs, but does not include propotional fonts. These Kanji glyphs are especial use. It is *dedicated* for specific purpose, such as printing and some public agency's business.
- Current fontconfig prefferd IPAex(not IPA), that caused with premature loading by alphabetical ordering(see below)
