Font Manager creates deprecated ~/.font.conf

Bug Description
On launching, Font Manager creates a deprecated file at ~/.font.conf , even if previously deleted. This causes many other programs (e.g. Gimp, Inkscape) to complain with:
Fontconfig warning: "/etc/fonts/
The correct location for this file is now ~/.config/
