I can confirm that the flashplugin-installer hangs while downloading from the partner repository (http://archive.canonical.com/pool/partner/a/adobe-flashplugin/)
The installer hangs at random states, sometimes even at 99% most annoyingly. I've had this issue with different versions of Ubuntu, and am currently having this issue with Karmic.

In the past I just kept trying until the download finished, usually after quite a few tries, I've tried 5 times so far.

I'm wondering if this is a bug, or just a problem with any kind of connection interruptions that hang the installer. Apt-get/synaptic is usually more reliable for resuming and finishing downloads even if it was interrupted for a few minutes. The flash-plugin installer hangs indefinately.

I have tried this atleast 10 times it doesn't work.
