Fish no longer adds commands to history

Bug Description

Binary package hint: fish

I have been using fish for over a year. For the last 2 months or so it has added no new entries to .config/fish/fish_history and .config/fish/fish_history.tmp. It remembers what commands I've typed for a minute or two but eventually forgets them again, and of course whenever I open a new terminal it only has the old history. I tried checking permissions, and I definitely still have write access to both files. I also tried removing the files to see if it would start new ones but it does not. I have not found any documentation or workarounds for this issue.
