Bug Description
when the mouse is over plugs ,the mouse roller isn't working ,so the user can't scroll up and down in web pages
tested on all plugs
totem plugin, flash plugin...

Also, the keyboard arrow keys have no effect when the mouse cursor is on top of a flash plugin.
