Duplicate icons appear when opened via Plank

Bug Description
This may happen using other application launchers but I've experienced it with Plank.
Drag the .desktop file to the launcher, click the icon, a 2nd additional icon appears and is marked as active.
This problem can be resolved easily by editing the filezilla.desktop file and adding:
StartupWMClass=
