Installing fglrx-pxpress with latest fglrx package on 13.10 and rebooting, leads to a black screen with blinking cursor

Bug Description

HP Pavilion G4-1201tx
Intel i5 processor with integrated graphics and AMD Radeon 6470M discrete GPU.
Installed the latest version of lubuntu (13.10)

On installing fglrx and fglrx-pxpress and rebooting it ends up in a black screen with blinking cursor. Deleting the xorg.conf and rebooting boots into the desktop with integrated GPU

I have exactly the same problem in a HP Pavilion dv7 with AMD HD Radeon 6470m using Ubuntu 13.10.
