Plugging an external monitor requires a reboot

Bug Description
When I plug in an external monitor into my laptop and run the catalyst control center all changes require a reboot. Windows is able to cope with it fine and so are laptops with nvidia cards.

The control center must be run as root. This should not be required for simple resolution changes or enabling or disabling an external monitor.
