Binary package hint: example-content
I'd like to propose the Ubuntu Manual as example content for the Lucid CD. It is licensed under Creative Commons Attribution Share Alike, is a perfect example of the community working on a project together, and would be beneficial to the end user as it provides an excellent place to go when one needs help. The final PDF probably won't be that large, either.
We will have the English version completed very soon, and then hopefully by the time Lucid comes around we'll have it translated in 20+ languages.

Can example-content be translated ?
I wish it could.. but if I don't mistake it unfortunately can't (please confirm, if correct we need to open a bug), even after installation the example files remain in English in a non-English system.
So if we want to put the Ubuntu Manual inside the example-content, we should first allow this package to be translated.
On the live-CD the example-content would remain in English (no space for all languages on the CD, I don't know for DVD), but after installation it would download the localization.
