Bug Description

Binary package hint: empathy

When we added touch, there is a choice between "Adding" , "Reject" or "Decide Later".

When we decide later it is supposed to "add" or "refused" but can not because there are no contact manager

Marking triaged for now. This came from upstream "I'd rather remove this "decide later" button tbh." I have added my self to cc so if anything changes I will change accordingly. Thanks for all your bug reports
