Empathy still receives messages while offline and not running

Bug Description
I'll be using google chat through my gmail account in the browser and it doesn't matter how many times i kill telepathy-gabble or empathy-chat, I will still receive a message on empathy sent to my telepathy-gabble account.
I don't think this is specifically telepathy-gabble since I have killed telepathy-gabble many times and this issue still reoccurs. In fact I can't find a way to stop receiving messages yet.
Reproduce:
-Launch empathy, setup (or use) a telepathy gabble account and receive an IM.
-Quit empathy
-kill empathy-chat telepathy-gabble in terminal
-receive an IM from a telepathy-gabble contact.

I added telepathy-gabble because there is still a 50/50 possibility it's related to that package as well.
