m-x debian-bug doesn't point to ubuntu instead

Bug Description

Binary package hint: debian-el

m-x debian-bug generates the standard template, with all the useful information, but sends it to debian instead (I tried reporting a bug in kpilot, in particular.) Since debian doesn't want them (Bug#385263 as an example) it should send them somewhere ubuntu (ideally, it should file them in malone directly...)

It doesn't look to me that Unbuntu uses the Debian BTS software. Otherwise `M-x debian-bug' could be adapted, as it was for the FSF who also use the same BTS software for Emacs bugs (see http://debbugs.gnu.org/cgi/pkgreport.cgi?package=emacs;max-bugs=100;base-order=1;bug-rev=1)

V33.5 of debian-el will have a debian-bug.el that supports an alternate BTS using either the Bugs field in the control file for a given PACKAGE, or the Send-To field in the file /usr/share/bug/PACKAGE/control.
