Binary package hint: devscripts
"debchange --closes" should support Launchpad bug numbers.
This could get triggered by using a special syntax "LP:XXX" and/or by handling a single number as a Launchpad bug number (instead of a Debian bug number), if $distributor is "Ubuntu".
