Application does not start but instead returns "ImportError: No module named PyQt4.QtGui". The most likely cause is a missing dependency on python-qt4 as installing it solves the problem.

This bug was fixed in the package desktop-effects-kde - 0.4.4
---------------
desktop-effects-kde (0.4.4) intrepid; urgency=low
* Correct debian/control typo that caused 0.4.3 FTBFS
* Add python-qt4 to depends (LP: #219731)
