removing all installed compiz- packages does not solve the problem, clicking on "custom effects" still won't download compizconfig-settings-manager package

You need to install this package separately.

These are the packages required (minimum) for desktop-effects-kde:

compiz-kde compiz-fusion-plugins-main compiz-fusion-plugins-extra

Installing these will also pull in:

compiz-core compiz-plugins compizconfig-backend-kconfig libcompizconfig0 libdecoration0 libx11-xcb1

If you want to use the custom option, you have to install one of a couple of available settings managers. This application will not install it automatically for you.

Marking invalid, as the program is not required to download a separate settings manager. The text for "Custom Effects" states you can "Use custom settings from another settings manager". The implication is the user will install a settings manager and manage the effects on his/her own from outside the desktop-effects-kde program.
