Bug Description
[ SRU Justification ]
As in previous LTSes, bionic needs HWE d-i variants, both for netboot and for alternate d-i server ISOs. All architectures should be supported this time.
[ Test Case ]
Boot HWE variants and make sure they both boot with the HWE kernel and later install it. The installation should be otherwise unchanged from a non-HWE variant.
[ Regression Potential ]
This is (mostly) copy and paste from xenial, and should Just Work. No changes are made to non-HWE variants (except an unrelated kernel ABI bump), so nothing should regress in the current d-i, the worst case scenario is that the new variants don't work.;
