D-I on 16.04.1 breaks on usb probe and networking setup on secureboot

Accepted debian-installer into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/debian-installer/20101020ubuntu451.4 in a few hours, and then in the -proposed repository.

Confirmed with the proposed server image that I can get passed the place of breakage on trusty.

Everything looks good.
